Ever see someone you think you know, start to say hi, and they just look at you weird because it turns out to be someone else, a stranger? Weird that this is something you almost have to apologize for. Like greeting someone you don't already know is some kind of act of aggression.
Then there are times when it is someone you know, they just don't remember you as well as you remember them.

I know what you mean about recognizing someone who turns out to be a stranger. I'll occasionally see someone who momentarily reminds me strongly of someone I know because of the way they hold themselves or in a gesture. Not having lived in the same area for long means it's unlikely I'm actually identifying any old friends or acquaintances. At least that means I avoid embarrassment.
When did I first become aware of this phenomenon? Like from personal experience? I seem to recall incidents from like 20 years ago. Might just be part of adulthood.
Of course you have lived in Vancouver before, so it's just possible that someone you know from there has migrated to Victoria. Of course this is in the greater sense of "all things are possible."
