My upstairs neighbor is still fairly new to the building. I've barely seen him, really. But he does seem to receive the lion's share of packages. Hey, I'm not going to pry. But I do amuse myself thinking that maybe he's building an ark.

Perfect choice of a video for that particular thought experiment. At least the idea of building an ark is somewhat positive compared to the sinister suggestion Tom Waits appeared to be implying.
Well I don't want to think ill of my neighbors if they haven't done anything to me. AS for the song, I think Tom Waits has said that it's the kind of thing his own neighbors might wonder about him.
