This singer, Art d'Ecco, is somewhat enigmatic in terms of public biography. For example, that's a stage name, but he hasn't revealed his real name.
One thing I do know about him is that he's from Victoria, British Columbia. So I'm wondering if the locations in this video are identifiably Victoria. The houses glimpsed here are rather picturesque.

I see from bits I've been able to read about him that he's been compared to David Bowie and T-Rex in the Glam Rock era. That may well be so but I also understand he's a bit desperate to inhabit a period of time that's largely been forgotten.. or at least remembered fondly by a number of us but not to be relived.
Anyhow, the video may have shown bits of Victoria as I did see trees and what may have been hints of the city. Mostly, however, it was filmed on top of a parking garage that could have been anywhere.
For a while he kept up an androgynous appearance in the manner of Bowie, although in his case it tended to make him look like someone whose cat has a lot of medical issues. But I like him as a songwriter and performer. He's also got an interesting biography, from what I know of it.
It's true that most of it was shot on top of that parking garage, of the kind that you see in every reasonably sized city. Still, there were glimpses of some houses, which looked colorful and distinguished to me.
