For reasons of my own I wanted to see what a sculptor does when their work involves welding metal. This is by far the best video I found on the subject. For one thing there's no narration, which I don't need and would only be a distraction.
The finished sculpture is pretty cool as well. There's a suggestion of the Easter Island Moai, sure. But the context makes it a bit unusual.

That's certainly one way of making a metal sculpture - welding chunks of shaped rods and then filling in the bare spots. I don't know what the covering skin was made from. You're right that it was interesting and the result really did look like one of the Moai.
I like watching videos of how things are made too. The impressive one I saw most recently was also without voiceover explanations - just a young Chinese guy making a bone inlaid wooden bench. Oh my.. :

I don't know how typical the guy's process is, but it seems to work for him. The skin must be made out of some kind of sheet metal. You'd need something that's pliable when you add a little heat.
That TikTok video was incredible. The labor involved in slicing the bones, sanding them, shaping them, sanding the shapes...Ay caramba. You probably noticed that his hands were calloused and maybe had some bruises as well. But the results on that bench were so beautiful it's hard to believe it was made this century.
